Left-over social spending wasted?

Thanks for the great game :)  I am curious, though.  When searching the forums, I see people a couple years ago saying social spending beyond what's needed to complete a project is wasted, rather than going into the next project or being refunded into the treasury. Same with terminal technologies.

Is this still true?

From DL ver. 1.x and all versions of DA that's no more true. Player pays only costs of a building (minus 50% of bonus production), excess is returned to treasury. But for military production (ships) the excess IS wasted (player still pays for it).

It isn't returned to the treasury, it is automatically redirected to military production on a planet not building any social improvements.

Why is social and military production treated differently?

I was under the impression that you don't pay for what you don't use.

For example, if you have sliders for military set to 50%, but a planet isn't building a ship, you still have to pay for military production on that planet?

Nope for a long time. If planet doesn't produce a ship, you don't pay for that. But if a planet is producing a ship, you always pay the FULL military production output. E.g. cost to finish a ship is 10 BC, planet's mil production is 100 MPs. You pay 100 BC, not 10. At least the latest DA 1.8 still works so.

And before you start asking why it is so, please notice that in first GalCiv versions (also DL!) you paid for everything, even it you didn't produce anything. I'm just gratefuly quiet for that what we have now. ;)
