Crash when creating a fleet with a terror star

First off, is it possible to create a fleet with a terror star?  I don't know if this is  designed or not.  It would make sense to be able to create a fleet with a terror star since it makes escorting it easier.

Anyway, the second I try to create a fleet with a terror star and another ship, I get a CTD.  Below is my debugg.err file.  Can anyone from Stardock let me know if this is a known issue?  Thanks.
