Abilities question

I have searched around and couldn't find an answer, sorry if it has been answered elsewhere. Kinda new to the game, when picking a non custom race there are ability points not spent. My question is, should I go ahead and add more abilities to a predesigned race? Does the AI use the remaining points before the game starts? Just dont want to "cheat" i guess. I always play on challenging and dont want any unfair advantages, but dont want the AI to be getting any either. Thank you for any help. Stardock u guys are just awsome.

I've seen this question before, but the search function doesn't always help a lot

Anyway, the idea is to spend all ability points, the AI will do the same. On the highest difficulty levels (e.g. suicidal) the AI even starts getting additional bonuses to economy, social & military production. That's not the case on challenging though.
