Create New Opponent - Not Working

Its greyed-out on the setup screen.
The only way to create a new opponent is to start as a custom race, create, edit then save.

Won't show up for me either.

Also one of the trade goods can be repeatedly built without end.(+1 speed if i remember correctly)
