Why is something missing?

What I mean by this, is the fact that is suppose to be a person that can help your candidate out in a media apperiance but I have never seen this political operative. I forgot what he is called, but he is mentioned in the manual.

If you're referring to the PR man, he was removed as he disrupted the game balance.

Yes the PR man, he should be put back into the game, The manual states that he his in the game. I find this as false advertisement.
