Extortion - a one way street?

The AI races and factions are forever extorting money, metal, and crystal from me in turn for improved relations. When I am in a position of power, is there anyway I can demand money, etc from them???

No, however you can select their ships and ask them to attack or defend a given location. If your relations are high, they'll generally do it.
