Section 5, pages 4-5 of the binding "Memorandum of Understanding" that was negotiated and agreed upon by both political campaigns states:

"No props, notes, charts, diagrams, or other writings or other tangible things may be brought into the debate by either candidate.... Each candidate must submit to the staff of the Commission prior to the debate all such paper and any pens or pencils with which a candidate may wish to take notes during the debate, and the staff or commission will place such paper, pens and pencils on the podium..."

I was wondering why Kerry kept studying his podium so much between answers. I can understand later in the debate when you have a alot of notes but not right at the start.

By the way he holds the item, it seemed to be a pen, but when he places it on his podium, it looks like he's unfolding it.

KERRY CHEATED!!! I SAW THE VIDEO. HE DEFINITELY HAD A CARD HE WAS LOOKING AT. NO SURPRISE SINCE THE DEMOCRATS ALWAYS CHEAT.

Honestly guys, the agreement that regulated the debates was 32 pages long. They enforced it without mercy. Do you honestly think someone could cheat that easily? I'm sure he got it checked by the people at the debate. Let's not keep smearing for smearing's sake
