Torians strategizing like mad? or being stupid?

I started a new game on a tiny map, all AIs set to Bright. Everyone managed to grab a decent num of planets including myself, except for the torians. they were stuck with 2 stars in their home system. However, i started seeing mass numbers of constructors flying out of the torian star system and soaking up EVERY resource in my territory, their territory, and Drengin territory (currently the most powerful as usual). Now I ask myself, they HAD to be leasing this stuff since they popped out 12 constructors before I could even create one. So the question i ask is, are they strategizing like mad since they have few planets, or are they just being stupid??? that economy hit has GOT to be huge.
