The AI and Empire Capitols (a bug)

Is the AI supposed to be able to auto-magically move their empire capitol from one world to another instantly? If so, why? (I'm absolutely sure that is what happened, since it was very early in the game. One turn the system was unoccupied, literally the very next turn it was colonized by the Yor and already had their capitol there. I have saved games to prove it.)

I have seen this same quirk take place. Even minor races have done it. I think it has been mentioned on a few forum subjects, but I have not heard a reasonable explaination yet.

I am fairly certain that none of the AIs had Star Democracy yet. It was way too early in the game, and I was playing at Simple level.
