AI coding...oh the pain

Trying to make some painful decisions on AI coding as the diplomacy stuff is getting ready to be implemented in its initial stage.
Ugh. I'm probalby going to have the AI abstract its ships into "fleets" and move those around as groups of ships. But it'll be quite a bit of programming to get it to work right without taking much CPU time.
The discouraging thing is - nobody cares about good AI anymore.
All these hours being put into AI and based on reviews of strategy games I've seen, I could just give the AI unlimited resources and ships and such and the game would get great reviews while saving lots of time.
Do people still care about playing against a player that is playing the same game you are or is it a matter of the game just providing a "challenge"?
