When were starbases added to the game?

I thought I read somewhere that starbases were added to the game somewhat late in the development cycle of the game. Can one of you beta-testers confirm / deny it?

AFAIK you are correct. i wasn't a beta tester, but i think it's mentioned somewhere in one of the encyclopaedia docs.

can imagine how bland this game would be without starbases? ugh.
