Problems starting game

Hello,
When I first installed Political Machine I downloaded the Directx and everything seemed fine, but when I tried to click on the short cut after it rebooted, I got the error that "ddraw.dll" could not be found. My friend sent my ddraw.dll and I put it under C:/Windows/system32. After I did that I attempted to start the game again and got "The D3D9DLL file is linked to missing export DDRAW.DLL : Ddentry21. I have no idea what any of this means and I would really appreciate some help. Thank you.
