How do you make money?

I was playing the campaign as Forbes against Gephart (?) and I lost mainly because he spent so much more money than me (15 mil to 23 mil). We both built the same number of HQs around the same time...where is he getting all the extra cash from? I was doing fund raising about once per turn trying to catch up, but his ads took the country. I'm a monetary/fund raising genius (at least my character is)! Is there something I'm missing?

You can fundraise, in any state to make money. Also headquarters raise money. Each level of headquarters brings in more money.

Each state has a different total wealth, and your efficiency of raising money is determined by several factors. Your Fundraising ability, and you awareness in the straits. As well how may times you have fundraised in that state.

Yeah, make sure you're fundraising in the right states. Fundraising in Alaska will get you nowhere. California, Texas, Florida, and New York are all excellent states, with pretty much anywhere around the Great Lakes coming in second.

I outspend my opponent up until level 6 which I haven't been able to beat as either a dem or a repub, but I am getting close. Anyhow, HQs are the key. I know it was said above but it needs repeating. Upgrade your headquarters. It is good to have a lot of HQ but to keep money coming in it is better to have a few level 3 HQ than a bunch of level 1 hq's.
