d3d9.dll was not found

When I try to play the game, I get a window that says "This application has failed to start because D3D9.DLL was not found. Re-installing the application may fix this problem." Unfortunately, re-installing did not fix it. What am I supposed to do to get this game to actually run?

You have to install DirectX 9. www.microsoft.com/directx
