In my last game (1.02049), I played "pure evil" and even got to a rating of 0. But I never could research "smuggling".

Is this tech included in the bonus pack, or do we need to download it from the library?

I've researched it in my current game. Not that it helps, the UP limited me to 2 trade routes

It's in the library and must not be in the bonus pack. That's why I did'nt get it !
It's documented in Javascout's tech tree and I thought it would be in the bonus pak and did not look at the library.
