What controls weither a planet has resources or not?

Basically it works like this:

Total Resources Possible = PlanetClass^2 * Sqrt(Population) * Improvement/CivilizationBonuses.

That's a very crude way of putting it.

Then it is overall multiplied by your spend rate which defaults to 30% or so. To get more resources, you have to increase your spend rate.

I understand your formula, however when I look a star system to see the planets, it seems most show zero resources on the display. They all have something for influence but most (maybe all) have nothing for resources.
