Starbase next to a system?

I built a Starbase next to my home system (not on any resources). I can't get it to upgrade!!! All it does is "stack" another Starbase on top of the first one!!! What am I doing wrong??? :notsure:

The only thing you can do is move the constructor away from the starbase, then move back. When you move into the square, it will ask if you want to upgrade the starbase.

wow stacking starbases, if thats not a bug I dont know what is :/

I couldn't move onto my own planet with a warship because a freighter was behind/underneath my planet, and the UP resolution prevented killing it!
