No.  I believe that a combination of state and local governmetns run most of the things that affect us.

As for the federal government, the congress runs most things with the executive branch enforcing existing laws.

I mean, do you think Bush actually makes decisions? Or do you think his cabinet makes decisions for him. I honestly don't think that anything would change if Bush died. I don't think Bush matters at all, I think he's just a figurehead. The thing is though, if they were going to pick a figurehead, why would they pick someone who was a good speaker and could make people believe anything. This guy can only make 45% of the country believe everything he says.

If this kind of person existed then the country might be in trouble fortunately no one can ever "make 45% of the country beleive everything" they say! lol that is laughable. hell and I thought today wouldn't be a funny day:)

45% do believe in what Bush says, and some people made much more. Eg. FDR and Ronald Regan.

There is a difference between making 45% of the population believe what you say and making 45% of the population believe EVERYTHING you say.

This guy can only make 45% of the country believe everything he says.

Bush has very little intellect, so I'd be hard pressed to see him as a key decision maker in the administration, unless of course the decisions are arrived at without thinking. I think its safe to say that Bush's economic policy is arrived upon in conjunction with the needs of his constituents, his public message and religious slant influenced by his political team based on appealing to voters, while his foreign policy is handed down to him from the neoconservative hawks, aka. Wolfowitz, Pearl, Feith, Cheney, so on so forth. I don't see him as a particularly tactful and passionate debater, which is basically what you need to be if you are going to go into the presidency with a staff of veterans and leave your own mark. It might not be far fetched to say that Bush and Cheney are co-presidents of sorts. Cheney certainly takes a far more active position within the administration than is customary for vice-presidents, and many of the administrations policy decisions are more in line with Cheney's far right ideology than Bush's center-right campaign stance from 2000.
