Dealing With Me

Now that I am playing Maso more often, I keep getting the message from various AIs that it needs to deal with me before I deal with it. How can I prevent this from happening? Why does it do that when I am not a military threat to the AI?

The message comes when you have military ships in one of the sectors they control.

Ships with attack value > 0 and transports are not welcome.

You also get that message if you have hostile relations with the AI and the decide to declare war.

They also pay attention to ships in sectors adjacent to sectors where they have planets. You might be able to sneak a ship through if you have it on auto-pilot to its final destination, though.
