Minor Race "All Techs for Star Systems" trade?

How does this work?

I've had this happen a few times now while playing - I'll get a pop-up that a minor race has stolen all of the technologies of, say, the Drengin, and are willing to trade them for star systems.

However, if I offer them a planet in return for even one technology, I get shot down. How is this trade supposed to work, or does it?

I've become aware of this option as well. Though I've never had to fall back on this trade due to focusing on Research for awhile, I suggest try trading all the planets controlled by yourself in said star system.

I've tried a few times to how much I could get for a planet or system after this event. But I'm not the sharpest trader on the block, and I suspect that there are a number of variables that go into how much value a minor would put on a given colony you might offer.

I've had better luck just going in for regular trade deals, spending BC and other techs to get the better part of that tech windfall.
