I'm not sure what "lots of ships" you're referring to, but you start off the game with a frigate factory and two construction drones. The drones are built automatically and are not a unit you can build yourself.

Some of the maps start you off with a fleet (about 60 fleet points). However others start you off with nothing- no logistic structures or ships. You always begin with constructor ships though.

If you pick up "Name" Map, there is something happan in start, demend what story start said but if you pick up Radom Map then you alwasy has a start of frigate factory and two construction drones

Perhaps reading to much into the map you made part of what you said ie if you used Galaxy Forge read on, if not dont bother but...

I would assert that you have, seemingly unwittingly, added one of the global template groups to your homeplanets.

For clarity, if you right click your homeworlds in the Galaxy Forge, and select Edit, in the next window the central column should be blank, additionally if you can expand the "Current Planet" option then you have added a group to it. For a "normal" start you should have nothing added, the game adds the base homeworld equipment (frigate factory, and 2 constructors) automatically aslong as its set as a homeplanet.

Isn't it the "Fast Speed" game setting that causes you to start with ships?

No, its a per-map thing.

Alright, I take back what I said earlier. I just finished a game on a map that included a small fleet right off the bat. Made for a really fast start to the game.

It'd be nice if the map description told you what you were starting with.
