I vaguely recall the devs were talking about the possibility of such a thing in a different thread.
Myself, I'd love some kind of persistent galaxy that one could slide into and out of on a regular basis. In my mind, ideally, it'd involve at least three levels of potential interaction:
1) Single-player versus the AI in a "persistent" ranking environment, map either based on a standardized design already established or randomly generated based on values from the region the conflict is taking place within. Established maps would be "crux systems" that may have some in-setting history attached to them (the most obvious candidate being Sol). (This would be a lot like the GalCiv Metaverse, really, except with influence over borders, etc.)
2) Multi-player battles with or without AI's. Teams might be locked by race on creation for the purposes of persistency. Having the option for one side or more to be managed by AI's means more people get to play on more balanced combats than if it was required there be equal numbers on all sides involved. Maps as above.
3) The Galactic Map, broken down into regions with individual seed values for random maps which take place within it. Might want to lift a note from Renegade Legion and have the regions broken up into Counties which contain Systems (individual maps). Seed values could then be setr on Regions for overall sweep, then refined in individual Counties. This layer is not a Simple Matter of Programming and is probably the hardest part of the whole thing, but it's also the most interesting.
I'd love to see a persistent approach to 4x gaming. Eve Online felt to me like a griefer's paradise, after I'd been repeatedly killed and my corporation stolen from by idiots. SoaSE has a much bigger potential to be both immersive and interesting without as much threat by people whose highest fun is making sure you have none.
