Issue with Minor Races

Are the minor races that start in the game preset, i.e. not random? Every game I've ever played on small and medium galaxies always has the Alexians and Carinoids(spelling) so I'm asuming that the minor race selection for a galaxy size is not random. It would be nice if it was random, or more random. I'd like to play small and medium galaxies with other minors than just the same minors every game. Can anyone confirm my question above?

I've played 4 games on a Small galaxy... had the Alexians and Carinoids every time as well. That said, in a couple of the longer-lasting game, other Minor races appeared, and the name of those seems random.
