The plan for a new use of an aging PC

OK..i had created a new thread in the personal computing section about a minimal OS need for a project i will either start alone or with help (i will let you decide after reading this article on my plan and my goal for building a os thats Truly dedicated to gaming and media! as im unshure what to call this project at this point, but i have a few ideas for one! the program with have the following attributes without giong into extreme detail!>>>> --it will optimize, your hadware for maximum use of whatever is in your box of metal, solder, gold and plasic --run applications with little or no footprints --driver compatabilty --useable on all pcs with X86 technologies wich i believe may take up alot of what the populace here in america and other countries use -- a variating way to load files and executables --no overhead of windows processes++++ which are a big performance hog and many more features i will cook up out of my current thoughts! the goal is to enhance PCs for the use of multimedia/interet and gaming, similar but not the same at all as many game consoles you see out there with the ability to have another partition that has a reagular OS installed so in fact it will be a two faced computer so to speak giving you the ability to complete business and pleasure in the same environment we call home! without having to by a seperate system enhanced for multimedia, this is the best way i can think of to save money for a whole new setup and/or waiting to by a new peice of hardware for this purpous im not claiming that i am the first to do this but i havent seen anything done like this so far that actually is official.... and i have yet to see anything at all really.
