Hey, thank you for the reply....after some struggles i found my way through. Most of it was related to the Photoshop interface. For example, the names of many things were very confusing as they had different names in the tutorial. Pencil = Brush, EyeDrop = Color copier. It seems to work well altogether. Other problems were related to some detailed sequencing of steps, being solved by redoing the whole thing after making a mistake of 2...
However, now that i think of it, i have one question:
Why does it have to be 4 bit? I found a wonderful wallpaper, but it's quality is decreased drammatically due to the limitations. What happens if i just leave it at the 200- something bit?

200 something bit, no such thing, do you mean 200 colors instead of 16.
Image must be 4 bit 16 color because Bootskin requires it to display bootskin properly. If screen image is 1 pixel off in size, say 641x480, or bit depth is not 4, it will not even show up in list in Bootskin.
