I have Windows xp. and i am wondering if there is a way to change my icons sizes to 256x256.

Stardock's Icon Packager can apply icons that size.
DesktopX and IconX can do some crazy cool stuff with icons too. All are part of ODNT.

You could also try the Microangelo program. It does a lot with icons.
