Throughout the twenty-first century, humans wondered how, when, of if Earth would be united.
Some thought it would be out of pure and bare necessity after World War Three, others though it would a military coup' de tat, and some though it would never be united.
However, they were all wrong. It all began in 2016, when the Federated States of Micronesia, tired of being dependent on U.S. aid, held a summit with Tonga, Kiribati, and Fiji with the purpose of creating a political union of island nations that would pool money and resources to fund civil projects, provide disaster aid, and if needed, military support to each other. They called themselves the Oceanic Union. In 2020, a constitution was signed, and the Pacific Federation was born, consisting of all the Pacific island nations excluding Taiwan. While this was going on, dissent against China's communist government culminated in a popular revolution in 2031, which threw out the Communist Party and established the Republic of China. Although this was a turbulent event, the leaders of many countries quietly breathed a sigh of relief, because of them, especially the United States, had increasingly cool relations with Communist China. The most violent step toward the unification of Earth occurred in the Middle East, when Iran and Syria formed a coalition and invaded Lebanon in 2035. Saudi Arabia, Israel, and surprisingly the PF and China formed their own coalition and declared war on Iran and Syria that same year. World War Two-And-A-Half, as it was sometimes sarcastically referred to, went back and forth, with many soldiers dying on both sides, but following a missile bombardment of Damascus in 2042, Syria surrendered and Iran shortly followed suite. To avert another event such as this, Saudi Arabia and Egypt held a conference in Riyadh, and with much work, the United Arab Republic was formed. (Israel assumed protectorate status.) the final steps were more peaceful. As European countries gave more and more power to the European Union, many began to merge together until the fabled United States of Europe emerged in 2062. ,The United States, seeing where the world was going, signed a treaty with Canada, Mexico, and Cuba, which had recently renounced its communist government, creating the North American Republic.
Finally, South America followed suite and created the South American Conglomerate in 2070.
Aside from occasional skirmishes between the minor nations, things were quiet until 2092, when the infamous Thalan probe was discovered in Havana. In response, the nations of the world banded together and formed the Earth Federation in 2110.
With the discovery of cold fusion in 2210, and the subsequent discovery if Hyperdrive in 2220, the Earth Federation was ready to expand into the stars.

President Edgar Ford leaned back in his chair and looked out the window toward the starry sky. Balloons and fireworks filled the air as Earth celebrated the launch of the first intersteller coloney ship, the EFS (Earth Federation Ship) Norfolk. Edgar couldn't belive his bad luck. While everyone else was out getting drunk and having fun, he was stuck in his office signing bills. He couldn't even do THAT because the fireworks and crowd were so loud. Suddenly, the fireworks came faster and the cheers got wilder until they abruptly stopped. Then the Norfolk's engines began to power up and whine to life. Finally, the ship thundered off into the sky to join a mining vessel, the J.P. Morgan, and an exploraton vessel, the Barbados, in orbit above Earth. The cheering and fireworks returned, and Edgar finally signed the last bill. With a sigh of relief, he got up, straightened his tie and left the building in a limo to make his speech. As they drove through the streets, Edgar was granted with salutes from gaurds, thumbs-ups from the younger memebers of the crowd, which he gladly returned, and even heavily drunk party-goers being carryed away by thier friends. "Well, they won't be walking anytime soon." Edgar mumbled to himself. When the car came to a stop, behind the podium, Edgar found his secritary, Qing-Xao, anxiously waiting for him. "Mr. President! I-I didn't know you would be here so late. I should have helped you with those--" "No need, Xao.", Edgar interrupted. "I'm finsihed, and now I have a speech to give." With that, Edgar walked up to the podium and resisted covering his ears long enough to raise his hands for silence, which he got qiuckly. "My fellow humans, greetings. We are her today to celebrate the launch of the ship that will take mankind to the stars and establish a union that will span the cosmos. We will show any beings we may meet in our journey mercy and kindness if they show us the same, but if they are hostile, they'll regret meeting us!" The entire crowd instantly broke into a frenzy, crying dancing and cheering "For Earth!" Edgar gazed at the crowd, then the sky. "Whatever's out there, it's gonna be a wild ride." He thought to himself. Normally he would worry, but not tonight. It was the start of the Golden Age of Humanity, and it was time to celebrate.

On the bridge of the Barbados, Edgar stared out into space, lost in his own thoughts. Breaking out of his trance, he turned to Captain Evans and shook his hand. "It's an honor to meet you, Mr. President.", the young captain said. "The honor is yours, Captain.", Edgar replied. "I'm just a politiion. you're the captain of a beautiful ship that will find new worlds for humanity to inhabit." Evans blushed slightly. "You have a point there.", he said. "Now if you'll excuse me, I have a ship to run." Evans snapped a salute and turned to the bridge crew. "Alright, people we don't have all day. Fire up the engines and let's go planet-hunting!" The crew's response was a unanimous "Aye,Sir!". Turning back to Edgar, Evans said "And, now, Mr. President, I belive you have a job to do as well." Edgar smiled, gave Evans a friendly punch in the shoulder and said "That I do,son." With that, Edgar left the bringe for the hangar bay, got into the shuttle that brought him to the ship, and told the pilot to take him home. As the shuttle took off from the hangar,Edgar slumped in his seat. This was going to be one hell of a presidency.

Thanks guys, glad you like it!    However, I must warn you: I'm an infamous procrastinator, so this forum might not get updated as regularly as you might like.   Anyways:

The Barbados cruised through space, and while it didn't find any habitable planets, it did find many useful anomalies that would help the Federation in the long run. This was good, but Evans was getting annoyed that he hadn't found ONE suitable planet. Then, one day as Evans was eating his lunch in the public quarters, the voice of Nero, the ship's helmsman wafted through the intercom: "Captain? I think you should see this." Evans sighed and started his trek to the bridge. This had better be good, he thought. Luckily for Nero, it was: the Barbados had finally found a habitable planet! The crew was cheering and some were even exchanging hugs. When Evans saw the planet, he almost cried, it was the most beautiful thing he had ever seen. "Our sensors rate it as a Class...Eleven planet. Practically pardise!" announced Hienrich, the ship's science officer. Evans smiled and clapped his hands together. "Exelent, now hail the Norfolk and tell them we've found one."

Edgar slumped in his seat as the holographic images of the Federal Senate memebers dissapeered. How can grown adults be so petty? he thought. At least it was for a worthwhile reason: Should weapons be researched? The arguments still buzzed around in Edgar's head like an angry hornet: "No question, we need to research them, echoed the voice of one Senator. "We know beyond a shadow of a doubt that there are other life-forms out there, and we can't be naive enough to assume they're all friendly. Plus, if any colonies rebel, we need to...teach them that's not a good idea."
"I agree with Senator Bristow about the aliens, but I'm not sure what she meant when she said "teach them," said annother. "You two are both being paranoid!" said a third. "All we have to do is make a few alliances, and no-one would DARE attack us!" We don't even know if these...things HAVE a concept of alliances yet!" shouted a third. Shut up, all of you. Edgar thought, and he finally had scilence.
However, it didn't last long, as Qing-Xao came bursting through the doors to his office carring a hologram projector, layed it on his desk, and activated it. A small image of captain Evans faded into exesistance. "Mr. President," Evans said prowdly, "I am plwased to announc that on this day, May 15th, 2226 humanity has established its first coloney...Nero!" Edgar was impressed. "That's exelent news, Evans! Tell me about the planet." "It's a Class Eleven. The Garden of bloody Eden. And, yes, the Norfolk is here,and she's already landing." "Exelent work, Captain," Edgar replied. "Keep this up, and I might start calling you Admiral." An enormous grin spread across Evans's face. "I'd like that, Mr. President. By the way, take some yoga classes, now you have two planets' worth of beaurocracies to deal with!" before Edagr could say anything, Evans closed transmission. Edhar held his face in his hand, smiled and shook his head. "He's only a kid, Mr. President. Cut him some slack." Qing-Xao said comfortingly. "Xao, you know the one thing I hate more than being wrong?" Edgar asked, fighting down a chuckle. "What,Sir?" Qing-Xao asked. "Other people being right."
When the coloney on Nero was established, there was a world wide celebration on both planets. May 15th was decared a national holiday and morale soared. Things seemed to be going well:theJ.P. Morgan had built mining bases on many asteroid fields that helped Earth, as well as Nero, get a boost to production. Federation scientists had also recently developed a way to tell where planets were located, meaning arriving near a lone star was a thing of the past. "Stellar Cartography," they called it. The scientists also reported that they were developing ways to build better, more efficent factories. "Xeno Industrial Theroy: Horrible Name, Good Idea!" was a common slogan. Edgar took Evans's advice and took yoga classes, managing a terrestrial country was hard enough, but and interstellar one was a nightmare...and Edgar loved every minute of it. Execpt the Council meetings, of course.

Edgar leafed through the quarterly rerports that hit his desk all to often. It was always the same: population on the rise, research proceding at above-avrage levels, approval ratings at acceptable levels, and steady economy. The reports from the
Barbados were much more interesting: Wrecks of anctient ships containing soldier-enhancing serums, logs of alien myths and ledgends, and even new types of plasma for the no-yet-developed weapons. However, the newly promoted Admiral Evans had not found annother suitable planet, (or at least not immediatly suitable, many planet could be made habitable when the thchnologies were developed.) which worried some, but it was a small minority. Still, Edgar wondered when an immeadiatly-habitable world would be discovered. His questions were answered ten days before Christmas, when Evans reported that he had discovered a Class Twelve gem of a planet. The crew has christened it "New Earth", and it wasn't hard to see why. It was the same size as Earth, its day was only slightly longer than Earth's, (which was good, Nero's day lasted THREE Earth-days) and on the planet's western hemisphere, there was a continent that looked like an upside-down United States. A coloney ship was immeadiatly dispached, and a few days later, Prometheus, New Earth's capital, was under consturuction. And on New Year's annother planet was discovered. and named after Edgar himself, which he took pride in. "I knew it was going to happen eventually.", he would later say. In March of 2227, a planrt was discovered and named after the Greek godess Athena. It had mineral-rich areas that would give factoeies a boost, but there was something even more speacial about it, as Edgar would soon discover. As Edgar was reading a report that Russia was noe part of the United States of Europe, his office doors flew open and Edgar was suprised at who came not running, but gliding to his desk: Admiral Evans. "Evans? what are you doing here?" Edgar asked worriedly. "M-Mr. President," Evans sputtered "after the coloney ship landed on Athena, we sent an exploration team down to scout the area to see if they could find anything interesting, and..." Evans took a deep breath and shuttered. "What's wrong, Evans?" Edgar asked, worriedly. Evans swallowed uncofterbally. "They found...some k-kind of... oh, hell. They found God's workshop,Edgar!" "W-what?" Edggar sputtered, not sure he heard Evans correctly. "What the Admiral means is..." said a middle-aged man in a meanacing black uniform casually strolling into the room, "Is that the exploratory team found a waorkshop built by an extemely knowledgable and powerful race." seeing the man, Evans snapped a salute so hard it hurt. Fleet Admiral Tarquin is here, too? Edgar thought. Druming his fingers on Edgar's desk, Tarquin continued: "For now, we're calling them the Precursors. The good news is that this workshop in working condition and can be used to crank up production like nothing we have. Unfortunatly, whoever we send in there dies three weeks afterwords of unknown causes." Edgar felt bile rising to his mouth. So, Mr. President," Tarquin continued, "It seems we have three choices: We can leave this thing alone, send in volunteers for short amounts of time, or put up 'Help Wanted' signs on it." Edgar had decided before Tarquin finsihed. "I don't want a soul going near that thing ever again. Pull everyone out and set up a resricted area around the...workshop." "Consider it done, Mr. President." Tarquin said, and with that, both men left.

newsflash:

with the return of Adm. Evens to Earth he has been reassigned to the first combat fleet. Of course his first job will be to get the senate to approve weapons research and the construction of the fleet. He will also have to train the men who will serve in that fleet. Since we don't know how to make space weapons, some wonder how he will accomplish that task.

also, to answer questions you may be asking:

1. Since I'm staying with Stardock's notion that the individual nation-states still exist, albeit in a different form, Edgar's "bureaucrat" statement refers to the Council members being the leaders of the different nations, including himself. Also, even though he's President, he has to listen to thier every whine and complaint.

2. I know I didn't mention some contries (Russia, Asian contires besides China,ect.) in my prolouge. I didn't because they didn't join any of the new nations. And yes, thier leaders have seats on the Council, but they don't have much inflience due to a clause in the Federation's constittution.

When Evans brought the Barbados into orbit above the planet, he probably didn't think it was anything speacial. He was very wrong, as he would soon discover. "Are the shuttles and esploratory team ready to go?" he asked Hienrich. Snapping a salute, he replied, "Yes, Admiral, they're ready to launch on your command." "Well then, send them down." Evans ordered casually, and the shuttles disembarked and flew to the planet, landing on the largest contient's coast. Evans pointed a gloved finger at Juanita, the communications officer. "Open an audio and video feed. I Want to see and hear everything they do." Nodding, she replied "Right away, Admiral." Sure enough, a view of the planet as the team saw it came up on the view-screen, as wel as thier voices. "Why did they send ud down here, anyway?" said one annoyed member. "I mean, we know it's habitable, it's a Class Eleven, for God's sake!" sighing, annother replied,
"Johnson, how many times do I have to tell you? We come down here to check if it's safe to colonise. There might be a virus, dangerous wildlife or God-knows-what-else."
"When was the last time a team got eaten by some big,scary monster or caught a desease? I'll tell you when: NEVER! there's nothing to worry about, they should just send a coloney ship right here, right now!" "Turner did die after he went into that Precursor workshop.", protested a third. "Shut up, Winters." Johnson snapped. "Will you guys stop bickering and get the submersable out?', barked the commander. "The Barbados picked up some wired signals coming from the ocean, and Evans said we should check it out." Defeated, Johnson mopingly said, "Yes, Commander.", and opened the hatch door on the back of the shuttle, and the small submersable rolled out onto thw grassy plain. "Sooo, who's going in this thing?" asked Winters. "I am," announced Johnson. "I'm the only one who has any training with this thing." "Well," the commander said impatiently, "Get in there and find where those signals are coming from." Johnson saluted, his hand obscuring the visor, and the crew's view. "I will, Sir. Let's hope I find something, I would hate to have wasted those nine months!" The team laughed, and John son climbed into the sub and dorve it into the ocean. the sub plunged deeper and deeper until it was skimming the ocean floor, its lights snaking around the sand, searching for some unknown prize. Johnson turned on the scanners and put in the frequncy of the mysterious siganls and waited for a lock. Inseconds he got it: over a cliff in the distance. Like a bloodhound in search of a murderer, the sub headed full speed toward the foreboding wall. As the cliff drew closer, Evans saw something snaking over the summit: light. And it wasn't coming down from the sun, it was coming UP from the sea floor. "Is that a glare or something?" Evans aksed nervously. "No, Admiral, it isn't...and according to to the sub's readings, those signals are strongest there." Johnson's hands trembeled as he pulled back on the controll stick and raised the sub over the cliff. Evans squirmed uncofterbly in his seat. Could this be the day we meet an alien civilazation? Evans thought, his eyes glued to the screen. The sub rised above the cliff's summit, and Evans's question was answered. It was unmistakable what was there: an underwater city. A huge central dome encased a sprawling metropolis, with smaller domes connected by tunnels, streaching out for miles, and small watercraft floated about. johnson eased the sub closer, until a voice came thorugh the sub's communicater. It wasn't crisp, commanding, or threatining. It was terrified. "Unknown v-vessal, y-y-you are int-tt-ruding in out w-w-waters. Identify yourself." Johnson responded in an even more terrified tone. "I am Larry Johnson, and I am only exploring this planet for the Earth Federation. We mean you no harm." There was a long silince, and the alien's voice returned, slightly calmer, but still scared. "And I am Tal'on of the Pi'tar, and we mean your race no harm either."

The newspapers were all filled with the same screaing headline: UNDERWATER CITY FOUND ON NEW COLONY!!! It was a milestone in mankind's history: first contact with an alien civilization. However, the Pi'tar did not wish to enter diplomatic relations, only to be left in peace, but they did give the Federation a gift: Universal Translators. As it turned out, the Pi'tar did not speak any human language, thier words were being translated. Dispite wanting more technology from thier new neighbors and wanting to enter realtions, the Federation respected their wishes and left them alone. Unfortunatly, the Pi'tar did not get to enjoy this privacy for long, because it was soon brought up that the domes were prime locations for labrotories. what was to be done about this was hotly debated in and out of the Council. some wished to respect the Pi'tars' wishes, others thought labrotories should be built, but only in the sparsely-populated domes, and some cynical (or sadistic, depeding on who you asked.) members of the Council pointed out that since the Federation had an army and the Pi'tar didn't, (indeed, they had no weapons to speak of.) the Federation could build labrotories werever it wanted. Edgar chose to build labrotories only in sparsely-populated domes, citing that not uitilizing them would be detrimental, and "dumping the underwater pukes into tthe sea," as one cynic put it, was "downright evil."
By October 2227, the Federation was a nation of 6 planets, and nearly ten billion citizens. The coloney rus was winding down, and all exsisting coloneys were thriving.
Dispite the Federation having not met any alien civilazations since the Pi'tar, all ship crews were equipped with translators in case new nieghbors were discovered. They would be discovered, and it would accomplish two things: give the Federation a chance to flex its diplomatic muscels, and end the debate weather nor not to research and develop weapons once and for all.

It's also pretty funny when you consider that the Pi'tar enounter is just my version of an annoying moral choice.

Thanks for the commentary, and here comes annother update:

The coloney ship entered the planet's atmosphere, its engines rumbling as it approached the surface, leveling off above the landing zone, and finally slowly decending vertically before touching down on the lush, green field. Captain Bobby Lands sighed with relief and hailed the orbiting Barbados. "Admiral, this is Lands. I am pleased to report that the Damascus has touched down safely, and the colonisits will be waking from cryo-sleep soon." Cryo-sleep. Evans winced every time he heard someone say it. Putting someone into temporary stasis was the only way to ensure safe passage for the thousands of passangers, but the thought of being sedated for weeks on end and wake up on annother planet made Evans's skin crawl. Shrugging off his disgust, Evans responded, "Roger,Captain. now if you'll excuse me, We must be on our way, this shore-leave time has benn burning a hole in my pocket." The crew cheered and applauded, and Lands simply replied, "Enjoy yor vacation." and closed transmission. Turning from the viewscreen and grinning, Evans said, "I think we shouls take his advice. Nero, set a course for Earth, maximum warp." "Aye,Admiral." Nero replied,and the Barbados streaked off into hyperspace.

Edgar inclined his head and looked out the window. The sun reflected off skyscraper's windows, making the city appear thast it was glowing, hover-trains darted about, ferrying countless citizens throughout the city, and gigantis holo-screens played advertisments for all kinds of goods. The Federation was prospering like never before, espescially in research, with the latedt breakthrough being anti-gravity technology that would not only enable colonization of heavy-gravity worlds, but also served as a propulsion system for aircraft that allowed them to take off vertically. Turning back to his desk, Edgar saw Qing-Xao on the phone at the far end of his office, looking nervous. She nodded andshouted "It's for you,Sir!" Edgar through her a half-wave and picked up his phone. "Hello?" he asked. "Mr. President, I have something to tell you..." "Tarquin? what is it?" Edgar interrupted. Tarquin sighed and continued, "Recently, a colony ship by the name of Inquisition was en route to a planet, when it intercpted a transmission...and it didn't come from annother Federation ship." Edgar was speechless. "Yes, Mr. Presisdent, wev're discovered an alien cicilization, and now,for your listening pleasure, I present the intercepted transmission. Turn on your translator." Edgar pressed the button on the small headset in his right ear and waited. For what seemed like an eternity, ther was silence, until a voice that was clearly not Tarquin's spoke. It was high-pitched, had an odd lisp, and was cleaely not human. "Isss the ship ready?" there was a pause, and a similar voice spoke. "Yesss, it'sss ready, and we're launching..." Tarquin spoke again almost immediatly after the recording ended. "That's it, Mr. President. We intercepted it completly by accident. We DID, however, find the frequency they were using and upgraded a majority of our survey ships to use it." Edgar shuddered and nodded slowly, struggling to speak. "Who's closest to where that was intercepted?" he managed to sputter. Ther was a short silence, and Tarquin replied "The Barbados is closest, and I can open a direct channel to Evans right now if you want." Edgar responded as soon as Tarquin finsihed. "Do it."

we were informed by people inside the presidental palace. That we have interrcepted an alien transmission. These people spoke on condition of being annoimus.

It is the opionion of this reporter, based on past human experience, that the government must now get off of it's butt and start building a combat navy.

In other news admiral Evans has just recieved the highest medal that the new space navy has.
