Dream Idea

I am a huge fan of Windows DeskScapes and Stardock's Dreams but I can't find any that I really like. I have been using the Vista Dream but it is getting a little old. I recently found a new wallpaper that I am currently using but I want to turn it into a Dream. Heres the link to the wallpaper (its the black one) at DeviantArt. My thinking is that it would be awesome if the ball in the center would spin. Can anybody do this for me or explain to me how its done.
