Are Bush and Dems playing good cop/bad cop on Iraq?

Am I being too cynical if I think a lot of the current posturing on Iraq from both sides of the aisle is just a big game of good cop/bad cop that is designed to get the Iraqi leadership moving along the road to self sufficiency?

It just seems that the current grandstanding on either side is just a big show that is being done just for that purpose.  Bush gets to look like good cop while the Democrats play bad cop.  Do what we want or the bad cop comes in an "tunes you up" ala Sipowitcz in NYPD Blue.
