Whats up with my tax rate?

I want to tell you guys about a strange "game behaviour" that I've noticed which may or may not be intentional (only a developer can answer that).
Basically, to keep my average approval rating at 45% or higher, EVERY MONTH I have to reduce my tax rate, by at least 1%. Its been like that for the past year at least (that I can remember). Right now I'm at 22% tax rate, I figure if this keeps up forever, eventually I won't be able to charge any tax! If I leave my tax rate frozen, each month the approval rating is GUARANTEED to go down.
My question is... is this intentional? Is this a programmed "galactic economic occurence"? Will the approval rating per given tax rate keep decreasing ad infinitum? Thanks for any answers.
NOTE: When I say average approval rating, I refer to what is shown on the FIRST TAB of the DOMESTIC POLICY screen. The same screen with the Military/Social/Research triple-sliders.
