Any graphics proggy can make a wallpaper...or allow you to do so.
None will make a GOOD wallpaper image on its own. All need practice, skill, competence.
That's ALL will need such, 'all' as in every one of them....
Some [not all] photographs can and do make good images suitable [popular] for wall use.
Find the best/affordable graphics proggy you can...and practise, practise, practise....

Hey, thats a handsome kid.
In chosing a Graphics software to learn, choose one that fits your style. You'll notice Dif Graphics software produce different styles. When you see a wall you like, [ask the artist what software they used.] By doing this youll find out which one you want to use.
But i think even learning one well is a time commitment.

Wallpaper Wisdom .... by AzDude
1 - Simple is sometimes better
2 - Clean looking is always a winner
3 - Think outside the Box !
4 - get in-touch with your inner-Demons
could be some good stuff there
5 - Original , never been done before
6 - fine a favorite photo editing program
and stick with it learning all the in's
and out's and tricks - so is easier to
use next time out
7 - change colors of walls - sometimes a wall
just look's 10 times better in a different color !
8 - make the original in a large size first - so it can
be re-sized down to have a few resolutions for your Zip
Good Luck ....... and Happy Wallpaper making !

Almost invariably the poorest submissions to the wallpaper gallery have the description...."I wuz bored".
The next-worst...."I just got me the Photoshop program and...."
