Attach a Military Starbase to a planet?

How feasible would it be to implement a feature where you "link" a Starbase to a specific planet so that any fleet that wishes to invade that planet has to go through the Starbase first?

Assuming it was possible to implement, how many people would like to see this?

No thanks, starbases are too easy to kill as it is.

If you like using military starbases, better to have one where it's area effect covered a planet, and then use an orbital fleet manager and use ships to defend your planet.
