Rightclick on desktop>Properties>Advanced>Appearance>Icons...set size: 32,64,128, etc.
Also check out WinFX and IconX in SDC to really kick 'em up!

Based on the screen shot this person is most likely using Avedesk Icons (Pidl shortcuts).

Actually are the Aliminum Icon pack designed by RickyXu. He recieved an honerable mention for them in the 2006 GUI Championships for the most usable Icon Event> Most Usable Icon Event Honerable Mention">Link

SirSmiley is right. I used Avedesk Icons (Pidl shortcuts. Sometimes I use IconX. Sometimes I use Object Dock. It depends on the skin, wall etc., what I am trying to do. Trial and error.
