Cursor Water affect

I was looking for something like a warp image, a ripple effect, or distortion cursor trail effect. I found a good example. http://www.anfyteam.com/anj/water/anwater2.html Does anyone know how I could add this to my mouse? Or could help me with it?

hmmm... since trails are pngs and button effects are pngs with frames, rate and speed in the name.....
