Modding in Dark Avatar

I think I remember reading somewhere that Dark Avatar will add more advanced modding features. Have we heard any more about these?

I for one would like to see less things hardcoded, mabye even a SDK like Firaxis released foe Civ 4. I don't know how to program, but I'm sure some people could do some amazing things with it. Even so, I would like to see more things to do in XML.
