Bootskin Request

I was wondering if anyone could turn this image into a bootskin for me. Whenver I try saving it to 4bit or whatever it is the colors turn out really awful and I'm not sure how to make/add a progress bar and configure the .ini file (the positioning and stuff) :\

Wow, like an actual figurine? That's cool, I haven't really seen any of those. Found tons of stickers and patches, but no figurines. I actually have the "you suck and that's sad" license plate frame on my car. ^_^
