Maybe, but I suspect those tabs are exactly as they are now meaning you can pick racial abilities, but only up to the 10 point cap, and only from the specific abilities and bonuses already built in as options. If that's the case, then I'm hoping for more precise control than that.

Though now I think about it, I'm more interested in that control via the difficulty level, which I think I read is also going to be customizable.


You could (indeed, you can already) mod the race config files to further customise your races. The more options you provide, the easier it is to exploit the game, and stardock don't want you to be able to do that in the metaverse games.
