Question about changing production

Ok veterans, here is one for you: If you decide to change production say halfway through building something, do those hammers go to waste or transfer to the new project or what? This is not a problem for social as the project just gets deferred (i.e. moved further down the list) but since there is no "queue" for shipbuilding how does it work?
