Can't create new log-on screen !

Well this is the steps i done
1st : Download the image
2nd : I Use a programm to make the image bmp
3th : I Resize the image (640 x 480 )
4th : I create a new bootskin.ini
and wen i start the bootskin this skin doesn't exist in the list
i try to modify an exist one but still the same
What have i done wrong ?
