Bush told the American people that Saddam could strike directly at them and Blair told the UK parliament that Saddam could hit Britain within "45 minutes". These weapons could have only have been used against an invading force.

How does this justify the war?

Any WMD found in Iraq after the report was released proves that Hussein was conducting an active WMD program and that any report saying there was no proscribed WMD in Iraq is incorrect.
