c) don't panic if it happens. I just had a game where my economy imploded because I was counting on anomaly money and nothing came in. Not one. I had to bounce on the -500 line for longer than I've ever dared to with no hope of recovery until my planets managed to grow enough to rebound. Its not the end of the game by a long shot. In a larger galaxy, you can ride this out. Keep the economy hot while you're bouncing on the bottom, even though you're effectively grinding population growth to a slow crawl. They are still growing, and will eventually start to climb out of it. At that point, you can throttle your spending down to let the economy come back to green. The real key is keeping that every other turn you're getting out of them as productive as possible until they rebound. If you've got another race sitting on your front door and you're trying to out colonize them, its going to hurt you worse to shut down completely and wait for recovery through repopulation than it is to go every other turn with a full burn economy.
