Espionage and Destabilization - are they independent at all?

Just wondering, it looks like there is a single 'espionage' slider, does this fulfill the tech spying and destabiliztion purposes in one action? I thought in ye olde days they were actually separate, but it seems like they are combined now...

There is no destabilization in the game right now. It was cut late in development, apparently.

There were promises of an overhauled espionage model in the expansion pack. I assume it's waiting for that.

Yeah, that's where I remember it from - and actually it was a VERY powertful tool if the AI was playing with weak economics or popularity. You could watch a powerhouse crumble as they tried to keep revolts down. Fun stuff.

Correct me if I'm wrong, but enroute to a Cultural Victory, I recall one of the "techs" allowing me to build a structure that enable or enhanced destabilization.

I never built them, because my strategy was built on diplomacy and sheer influence (along with a healthy economy), so I'm not sure exactly what they did.

Those Infulence starbases work well for me, at least on challenge level. Drop one near an AI system that is close to your borders, then build it up with all the infulence mods you have and in no time watch the planet go into unrest and then flip. The draw back of course is the cost, but if you want to expand without going to war it is a good way of doing it.
