Empire Management?

Since the emperor of our empire Link, who was handling the invitation of new players alone (invite only), won't be available for the next weeks, the task to manage new players is now up to me. But unfortunately I'm unable to figure out how to do that!
Before he left, he wrote to me that he made the empire "moderated", so that we senators can now handle new players, but obviously it didn't work, cause two potential new players, who already created their characters (Mondragoon and Mahavishnu) can't see the "Join Empire" button, which should be there with the empire setting on "moderated". Either they are doing some wrong and I don't now what, or the empire setting is still on "invite only" and this brings to my question: What can I - as a senator - do to bring them into the empire? Can I invite them or can I do something else?
