Where does the money go?

What happens to money on a planet that isn't building anything? I had a few smaller planets that had all thier tiles maxed so I decided to focus on military.  When I clicked the focus button their expenses DROPPED by 40bc.  I decided not to build any ship on that planet and keep the 40 bc increase in my budget but it got me to wondering what is happening to all that bc on other planets that have nothing to build due to waiting research?  Is that money down the drain since they are not using it each turn and should I just focus all my planets non-building planets on military to save on expense they aren't using anyways?

Funding from unused military produciton is not spent. Funding from unused social produciton is spent regardless, except in the 1.1 beta where it is diverted to military spending. I'm not sure if I explained this correctly, but there is more infomation on this in the developers journals.

Yep, in the current version, unused social production is wasted and the money goes down the drain. There's actually quite a good design decision why this is the case*, but in fact it leads to loads of micromanagement if you want to optimise your empire - like you say, you'd be better to go round focusing all your planets onto military if they've got no social projects on the go.

Anyway, this is changing in V1.1 - unused social production will now automatically be rerouted into military production (which in turn will return to you as money if the planet isn't building a ship). This should save loads on micromanagement, and be generally a lot better.

* - To consider why unused social production isn't returned to you as money, consider a possible situation if it was: Imagine you're on 100% social, but all your planets have finished building, so you're earning lots of money every turn. Then, you finish researching, say, Invention Matrix. Suddenly all your planets start building, and you go into massive deficit. Beginning players wouldn't have a clue what was going on, and the variations in your income would be uncontrollably huge.

I've seen this, took me a bit to realize why...I had just finished research advanced factories so all my planets suddenly started upgrading their factoriers thus putting a serious hurt on social spending.

Yup, in the beta everything is used. All unused social is transferred into military, all unused military is transsferred into the economy, and all research is used regardless.

So you can have some planets that don't require funding.

With the trade routes going at different intervals, my spending rate fluctuates anyway as I like to keep my spending as high as possible without running a deficit. I check my spending rate every turn because of this. For me the change in 1.1 probably won't make much of a difference to me because of my play style besides the fact that I may have more cash on my hands.
