Default Govt Parties for the Races

Need help here.

My default govt parties for all the race are all at federalist.
Is this correct?

I have already removed all the raceconfig files.

On a side note, I noticed the other night that one of the AIs political parties lost its seat. I was surprised because I was playing with intelligent AIs.... anyone else ever see this?

Yeah, they play with the same rules you do. So they can lose power. This rules, as they can no longer declare war on you, so you can exploit them to your hearts desire
