Tile bonuses in 1.1. How much do we pay for them?

Do tile bonuses considered as a base production or as a bonus when calculating how much you pay for your manufacturing. All manufacturing bonuses are suppose to be 50% paid, but do tile bonuses considered as bonuses here?

Tile bonuses are considered part of the base.

You pay for all of a tile bonus. Other bonuses from racial ability, starbases and random events, you pay for half and get the other half free.

Being based production is not a bad thing. That means race bonuses & econ starbases are multiplying their 50/50 bonus production by that extra base production.
