Error: Connection Manager

When i try to apply the change i get the connection manager popup with the error message 'Starting failed. (Cannot initilize ATL)' and it fails to load all the changes, but some are loaded.

Any idea's

Are you sure this is for IconPackager? Specifically when are you getting this error?

Yes it is icon packager, I have found that if de-select 'Control Panel' from the includes, i dont get the error, but this means the control panel does not get any of the icons.
