Without creating a new 3D model and putting it into the game, there's no way to "clone" it with the given jewelry.
Using Kryo's hulls mod, I have gotten close to several Trek designs I wished to emulate.
The Torian have a lot of curvy pieces that can be used o achieve that look.

But as it stands right now with the limitations of the designer , bugs with the hardpoints, and the learning curve with howit all works, expect to put in a lot of time to get something that gets CLOSE to that.

One of my favorite races in Star Trek. Cant wait until Star Trek online comes out so i can be a romulan and have my own ship

That is going to rough to make in game atm :/
