starbase construction?

I know it must be simple but I can not figure this out. How do you construct a starbase that is not on a resource? Thanks for the info!

Use the "build" button for constructors or simply press "b".

Actually, the button reads, 'Construct', but I think they hotkey is still 'b'. This frustrated me for a while, too, until I took my time and explored the options.
