Mod Question: Government Type Bonuses

I reviewed the files last night and I couldn't find anywhere that the economic bonuses for the various government types could be changed.

Does anyone know that if these numbers can be changed?

I personally feel that the Imperial form of government is over-penalized considering how hard it would be to run a centralized decentralized federation and wanted to change things to reflect more "realism" over gameplay.
